When downloaded, open it and put the contents of the 'wrapper' folder into your Skyrim folder. Then configure your enblocal.ini using this.

After that go into the raindrop folder and rename one of those to 'enbraindrops.tga' and throw it in your Skyrim folder, I use the big one.

Then install SweetFX. Most people use 1.5 but I like this one.

I like to customize my own sweetFX preset rather than blindly installing entire ENB presets that come with their own but that's just me. Too often I come across ENBs with 20+ files in the archive plus optionals and you just don't need all that to make the game look better, it does the opposite in my experience.
Now you find yourself an ENB and steal it's enb___.ini/fx files and ignoring the rest. Most people do something like, "h-hey /v/, what's the goodest ENB?" then anon will be like, "[insert poplar nexus preset here]" while posting some ugly screenshot. Anon then goes "w0w thx looks gr8" and next thing you know people in screenshot threads are >skyrim'ing you and everyone else posting Skyrim because all the screenshots are bad and you should feel bad.
It would be cool if we could get over that and post at least half-decent screenshots so here are some conceited tips.
1. Don't rely on recommendations or endorsements. Test out ENBs that look good in screenshots first off and even try ones without screenshots. Very often ENBs you've never heard of, have no downloads, and have shit screenshots will look good in your game. 99% of ENBs look bad in certain scenes so there's rarely an all around good preset, popular sets are in no way better than the unpopular.
2. Customize ENB prests. Mix and match the .fx files, edit the enbseries.ini, and find yourself an .effect.txt. All tryhard screenshooters have favourite configurations they use on top of any ENB they're using, you should too.
3. Keep brightness in the middle of the slider. Crushed blacks or blaring whites look like shit and lots of ENBs are built around that middle setting.
4. Lower the strength of the DoF. Almost all ENB screenshots are guilty of having too much blur. To lower the blur open the 'enbeffectprepass.fx' and find '// Depth of field parameters'. 'float fBlurScale =' is one way to lower the blur without ruining the bokeh.
5. Get a better monitor. Resolutions from 20 years ago never looked good and maybe a new monitor will let you see how bad your images are before you post them!
6. Supersample. Any preset with inherent blur(K-ENB for instance) rely on downsampling to look good. If you've got a 1080p display and an ENB seems blurry it's probably because your resolution is too low. Lots of people use this for downsampling Skyrim screenshots

Some things to note:
1. All ENBs except the vanilla ENB and in my experience superb custom has a performance hit. I only get 0 input lag 60+ fps with those two.
2. Old ENBs work with new .dll's just fine(usually)
3. 'Support' for weather or lighting mods(CoT/EFLX) is just a sham, most ENBs with support for them look better without them or vice versa. There's only two weather mods being made to compliment ENB(afaik) and those are

Opethfeldt both of which I recommend checking out
On top of any preset I sometimes use camera effects to emulate what a photograph might look like.

You're only doing yourself a favour learning all you can about screenshooting if you take them, it feels good to have anon say, "w0w anon wut mods?" opposed to, "i don't like thing ur a shit". Here is where I learned what I know. You can creep the forums, posters, and comments sections of these sites to learn a lot about graphicsfagging.
