I thought it might be beneficial to attempt to centralize some of the landscape and location adding Oblivion mods. I'm not an expert though so don't expect too much support, I'll only list ones I've used or seem really good. Make sure you test mods out after you install them just so you know they aren't conflicting heavily with other mods you may be using.

Mods with new lands:
Mods that improve Cyrodiil's cities:
- Better Cities - Improves the cities and has an 'open' module if you wanted it. Be careful with armor mods adding to the IC, make sure they load before BC, also needs UL patches. Recently got an update and subsequent patches for it.
- Open Cities Reborn & Classic - Removes gates to cities. Reborn changes their layout as well.
- Cyrodiil Rebuild - Neat looking mod by the Andoran team. I haven't used it since it would surely conflict with the mods I'm using.
- Cyrodiil Rebuild II: Imperial Capital - Same as above unfortunately. I use Better Cities.
- Skingrad Outer District - Adds a little slum outside of Skingrad.
Mods that add new settlements or geography to Cyrodiil:
House mods:
Village enhancing mods - These often conflict with each other and probably all need patches for UL or other mods.
- Region Revive - Lake Rumare - This one adds a couple of settlements around the IC isle as well as improving Weye
- AFK Weye - Seems to add a chapel and some interiors to Weye.
- MTC Expanded Villages - Expands several of the existing villages as well as Weye. I haven't used this mod as it needs several patches to work with other mods. I'll list them.
Mods that modify the areas around Cyrodiil to explore:
- Under the sign of the dragon - These add Tamriel's entire heightmap to Oblivion.
- Tamriel Worldspace Modding Project - These mods add on to the above mods.
